The National Policy Research Center at Alcorn State University has formally expressed its support for the Buying American Cotton Act (H.R. 7230 / S. 1919), urging Democratic leadership to include the legislation in a year-end package for final passage.
Established by the 2014 Farm Bill, the Policy Center serves as a voice for socially disadvantaged farmers and ranchers. With a national reach and strong ties to the 1890 land-grant university system, the Policy Center focuses on advancing equitable agricultural policies, expanding opportunities for small and limited-resource producers, and supporting the economic vitality and long-term prosperity of rural America.
In a letter to House Minority Leader Hakeem Jeffries (D-NY), the Policy Center emphasized the legislation’s potential to create lasting demand for U.S.-grown cotton, strengthen rural economies, and expand opportunities for small and family farms across the Cotton Belt.
Unlike traditional farm support programs, the Buying American Cotton Act takes a market-driven approach by offering transferable tax credits that incentivize the use of U.S.-grown cotton in finished consumer products. By encouraging brands and retailers to source American cotton, the legislation would generate opportunities throughout the supply chain, from growers and merchants to textile manufacturers.
With 123 bipartisan cosponsors across the House and Senate, the Buying American Cotton Act has gained significant congressional momentum.
ACSA values its partnership with the National Policy Research Center at Alcorn State University and appreciates its advocacy for this important legislation. We look forward to continued collaboration in advancing policies that benefit American agriculture and the communities that depend on it.
